Clients and contractors often disagree on what constitutes a "minor" defect.

The certificate grants the client the right to take possession of the premises. The contractor no longer has exclusive access to the site. While the contractor still has the right to return to fix "snags," they can no longer block the client from moving in furniture or installing IT systems.
