The evolution of radio broadcasting from linear, schedule-driven playout to dynamic, multi-platform content delivery demands modernization of legacy broadcast management systems. The original ZHBL (Zentrales Hörfunk-Betriebsleitsystem) has served German public broadcasters reliably for decades. This paper introduces ZHBL Plus — a proposed enhancement framework integrating cloud-based orchestration, real-time analytics, AI-assisted scheduling, and seamless cross-platform distribution. We analyze limitations of the legacy ZHBL, define the architectural pillars of ZHBL Plus, and discuss implications for operational efficiency, scalability, and future readiness.
