The MMC snap-ins are still there. Open Control Panel → Administrative Tools . If that is empty, run this in an admin PowerShell:

You are using the old command syntax from Windows 10 1507-1709. Fix: Never use dism /online /add-package . Always use the new Add-WindowsCapability command.
