Instead, it is a sandbox. It uses the exact same rates (3% for a 5-star, 6% for Double Chance banners, etc.) as the live game to let you "pull" on banners for free.
This is the real "endgame" for min-maxers. Instead of wasting Stamina Soul Tickets testing a weird build in the Quest zone, you run the numbers in a simulator first.
