When someone on your block list sends you an email, Gmail automatically filters it into your folder. It will not appear in your Primary Inbox. Emails in Spam are automatically deleted after 30 days.
You will now see the full list. To unblock, simply tap the button next to the address.

simply check the box next to the email address you want to release and click the "Unblock selected addresses" button at the bottom of the list.
The only way to know if a specific person has blocked you is if they suddenly stop replying to emails they used to reply to (and your other emails to other people work fine).
