The biggest functional flaw in the iPhone blocking system is that blocked callers can still leave voicemails. These voicemails are deposited into a "Blocked Messages" folder at the very bottom of your Voicemail list. While this is intended to allow you to check for emergency pleas or wrong numbers, for users being harassed, seeing that folder fill up can be distressing. There is no native option to completely disable voicemail for blocked numbers.
