Born in Lima, Harmsen came of age during a period of deep social stratification and political effervescence. He studied at the National University of San Marcos, the oldest university in the Americas, where he quickly distinguished himself as a sharp, critical mind. Unlike many of his contemporaries who were drawn to the armed path of Sendero Luminoso or the more orthodox Soviet-aligned Communist Party, Harmsen sought a “third way” rooted in a democratic, creative, and distinctly Peruvian interpretation of Marxism.
