Insufficient permissions for computer-level policies.

Normally, Group Policy refreshes in the background every 90-120 minutes. gpupdate triggers a manual refresh. The /force switch adds a critical behavior: it from scratch, overwriting existing settings even if they haven't changed on the server. force gpupdate
